Dozens of towns emptied of their inhabitants, endless queues of cars and camper vans, a constant stream of boats heading for Arcachon… an 8,000-capacity exhibition centre in Bordeaux was even transformed into a vast reception hub… This staggering reality reflects a change of scale: wildfires are no longer only threatening forest areas but are now posing a threat to how entire regions function, their transport infrastructure, public facilities and the continuity of essential services.

Behind the sheer scale of the fire in France’s Aquitaine region, which is almost on a par with the fire of the summer of 1949 (52,000 hectares burnt), lies a less visible reality. The spectacular images of the flames mask another battle: that of managing the flow of people and resources. Alongside the firefighting efforts, hundreds of thousands of people must be evacuated, main roads kept open for emergency vehicles, emergency shelters well stocked, and a multitude of public and private organisations require coordination. The daily updates published by the Gironde Prefecture have highlighted that these operations draw as much on coordination capacities as firefighting resources. Once a certain threshold is reached – a threshold that was well and truly exceeded by the end of July 2026 – does the fight against any of these wildfires not become, first and foremost, a logistical challenge?

A swift turn of events

Within a matter of hours, as the fire spiralled out of control, more than 220,000 people were ordered to leave their homes or holiday accommodation in Gironde; dozens of towns were evacuated, road, motorways and rail networks across the French region were closed, while thousands of firefighters continued to battle an unprecedented blaze, described at a press conference as a veritable ‘firestorm’ by the departmental director of the Gironde Fire and Rescue Services (SDIS), the spread of which depended on the wind, drought and the topography. In this context, firefighting poses a major challenge in terms of traffic management.

While the scale of the situation is significant, it remains poorly understood. As long as the flames threaten just a few homes, the priority is to protect people and property, but when evacuations involve tens of thousands of people, it becomes necessary to simultaneously manage and coordinate the flow of vehicles, people, information, emergency services, fuel, food and equipment. The nature of the crisis then changes. It starts to look a lot less like a rescue operation than a vast logistics chain set up in an emergency, with a large, more or less easily accessible area becoming its ‘headquarters’.

The wildfire in Fort McMurray, Alberta (Canada), is one of the most striking examples of the shift in scale. In May 2016, nearly 90,000 residents fled the town within a matter of hours. The fire was spreading so rapidly that part of the population first had to be evacuated northwards – that is, towards the flames(!) – before being able to return southwards later under escort. The authorities were no longer simply managing a fire but a complete reorganisation of traffic flows over several hundred kilometres. Research into this erratic evacuation suggests that the main challenge at the time was to maintain the functionality of the transport network, despite the rapid advance of the massive fire front.

A ‘reverse’ supply chain

Usually designed to transport goods to consumers, a supply chain follows an exactly opposite flow during an evacuation, as in Gironde. The population must be evacuated from an area that is gradually becoming uninhabitable, while at the same time bringing in the resources needed for the rescue operation to that very area. Two conflicting flows therefore coexist. On the one hand, residents must leave, and on the other, firefighters, vehicles, water tankers, medical teams and supplies must enter. Both use the same roads, the same junctions – in short, shared logistical infrastructure.

This situation explains why the decision to evacuate cannot be taken at the last minute, when transport infrastructure has been compromised by advancing wildfire. Every vehicle that leaves the threatened area quickly frees up space for the firefighters. Evacuation is therefore not merely a measure to protect the population; it becomes a prerequisite for enabling the efficient deployment of emergency services. In the United States, the Federal Emergency Management Agency’s action plan thus recommends, in accordance with a detailed roadmap, planned evacuations in order to keep both escape and access routes for the emergency services clear.

Is it more a question of how resources are allocated than of their quantity?

Such reasoning does not, moreover, apply solely to forest fires. Following Hurricane Katrina’s passage through New Orleans in August 2005, studies on crisis management indicated that the disaster had primarily highlighted a difficulty in coordinating the various operations: the evacuation of residents, the delivery of relief supplies and the restoration of essential services. The challenge was, therefore, not merely to have additional resources at one’s disposal, but to prevent the available infrastructure from becoming a bottleneck. Katrina thus helped to establish a key principle in humanitarian logistics, namely that, during a major disaster, performance depends as much on the flow of resources as on their quantity.

A classic principle of complex systems management is that their functioning depends less on overall capacity than on the robustness of the most constrained elements. An infrastructure may have ample resources yet remains vulnerable if a critical point reaches its limit. A large-scale evacuation follows this principle: it does not matter how many sports halls are available if the roads leading to them are gridlocked… Crises actually reveal the hidden vulnerabilities of systems, in particular their interdependencies and breaking points, as noted by the OECD.

Identifying critical points

It is therefore natural for crisis managers to constantly consider the presence of potential vulnerabilities: a motorway junction, a bridge, a railway line or a town where all the roads converge on a single route. In a mass evacuation scenario, the resilience of a region therefore depends less on the total number of infrastructure facilities available than on the ability of a few essential networks to remain operational and ensure the continuity of transport. A few critical points thus immediately become key factors to identify when preparing regions for extreme events.

In early November 2018, during the Camp Fire that ravaged the town of Paradise, California, more than 50,000 residents had to be evacuated via a road network that was under severe strain. Subsequent analyses carried out by the National Institute of Standards & Technology show that the challenge was not only to get people out quickly, but also to adapt traffic management in real time to the changing fire front. The authorities therefore opened contraflow lanes, altered routes on an ad hoc basis and created temporary refuge areas when certain roads became impassable. The Paradise fire has now become a textbook example of successful evacuation planning in the face of megafires.

Panic scenes that remain exceptional

The comparison with a traditional supply chain, however, quickly reaches its limits. A population is not a flow of goods, as residents interpret instructions, hesitate, sometimes disobey, help one another or adapt their behaviour based on the information available to them. Far from media portrayals, research in disaster psychology emphasises that scenes of widespread panic remain exceptional and that spontaneous acts of solidarity often play a decisive role in the success of an evacuation. John Drury and his colleagues even suggest that the real risk lies more in the myths surrounding collective behaviour than in the behaviour itself.

The protection of the population is therefore never simply a matter of moving an indistinct mass of individuals as quickly as possible.

A major civil protection challenge

Civil protection has long been built around the ability to respond to disasters. With the increasing frequency of extreme weather events, evacuating the population as effectively as possible while maintaining the essential functions of the affected area is becoming an equally strategic challenge, requiring preventive (long-term) planning combined with enhanced organisational agility (very short-term). This shift brings civil protection services closer to a field long associated with industry and commerce: the effective management of complex supply chains.

In short, a culture of resilience, capacity management, deliberate redundancy and consideration of constraints are now becoming indispensable tools for planning for large-scale evacuations. The 2026 fires in the Gironde thus illustrate a genuine disruption, revealing just how much anticipation, inter-agency coordination and the constant adaptation of those on the ground determine the success of operations to protect populations faced with increasingly unpredictable phenomena. In the face of megafires, logistics must no longer be reduced to merely supporting the emergency services; on the contrary, it is becoming one of the keys to their effectiveness.
