Russia to Assume Rotating Presidency of UN Security Council

Russia is set to take over the rotating presidency of the United Nations Security Council on Wednesday, marking its scheduled monthly leadership of the 15-member body under UN procedural rules.

The presidency rotates alphabetically among member states and grants the presiding country authority to set the Council’s agenda, chair meetings and oversee the drafting of resolutions and statements. Russia’s term will run through October and comes amid heightened scrutiny of its role in global security affairs, particularly in relation to ongoing conflicts in Ukraine and Syria.

While the presidency is largely administrative, it offers symbolic influence and an opportunity to spotlight issues of national interest. Moscow is expected to convene sessions on topics such as arms control, peacekeeping reform and the humanitarian situation in Gaza.

Western diplomats have expressed concern over Russia’s leadership role, citing its use of veto power to block resolutions on Ukraine and its alignment with other authoritarian regimes. However, UN officials stress that the presidency does not confer additional powers beyond procedural control.

Russia last held the presidency in April 2023, during which it faced criticism for hosting meetings on disinformation and multipolarity that some members viewed as politically charged.

The Security Council presidency will pass to Sierra Leone in November.
