Revised 2026 and 2027 EU ETS1 auction calendars published

The published calendars reflect the operation of the Market Stability Reserve (MSR), which results in 190 494 202 allowances being placed in the MSR for the September 2026 – August 2027 period (see here).

In 2027, auctions by the common auction platform will continue to take place on Mondays, Tuesdays and Thursdays, starting on 7 January. Auctions by Germany will be held weekly on Fridays, starting on 8 January. Auctions on behalf of Poland are scheduled bi-weekly on Wednesdays, starting on 13 January.

Since 1 January 2021, the EU ETS Directive continues to apply to and in the UK with respect to the generation of electricity in Northern Ireland. In accordance with the Protocol on Ireland/Northern Ireland (the ‘Windsor Framework’), the UK will auction a volume of allowances corresponding to its share in the Union-wide cap. One auction for Northern Ireland will take place on 13 October 2027.

The auction calendars consist of the auction volumes for all Member States, the Innovation Fund, the Modernisation Fund, and the Social Climate Fund (for 2026 only).

The 2026 auction calendar already includes the auctioning of 50 000 000 allowances the proceeds of which will feed into the Social Climate Fund, pursuant to Article 10a(8b) of the ETS Directive. No change was made to this amount for the revised 2026 calendars.

The auctioning for the Recovery and Resilience Facility (RRF) has been completed June and July 2026 (see here and here). The published calendars therefore do not include any further auctions for the RRF.

The auction volumes for 2027 already reflect preliminary adjustments of aproximately 27.1 million allowances for the cancellation of maritime allowances provided for in Article 3gb and 12(3-e) of the ETS Directive. Any difference between these estimates and the exact cancellation calculated based on the difference between the reported emissions and the surrendered allowances will be reflected in future auction calendar revisions. Furthermore, the 2027 auction calendars also reflect the deduction of aproximately 27.86 million allowances from the Member States auction volume for the allowances auctioned from the Member States share for the RRF between 2023 and 2026. The same amount will be deducted annually from the Member States share until 2030.

Greece has notified on 23 July the European Commission of the positive assessment of the project proposal for the ETS Decarbonisation Fund for the Greek Islands and it has requested the auctioning of up to 25 million allowances pursuant to Article 10a(9) of the ETS Directive. The 2027 auction calendars will be updated in September to reflect the auctioning of these allowances, spread equally over 12 months.

As regards, the auctioning of allowances in respect of buildings, road transport and additional sectors (ETS2 allowances) will start in January 2027, in accordance with Article 8(5) of the Auctioning Regulation. The 2027 auction calendar for ETS2 allowances will be published by the end of September 2026.
