Ireland’s commitment to its global diaspora entered a new chapter this week as Minister of State for International Development and Diaspora, Neale Richmond, launched the 2026/2027 Emigrant Support Programme (ESP). The initiative, unveiled on 15 January 2026, marks the latest phase of the Government’s long‑running effort to strengthen connections with Irish communities worldwide.
The ESP, now in its third decade, provides financial support to voluntary organisations that assist Irish people abroad. Funding typically backs frontline welfare services for vulnerable emigrants, as well as cultural, heritage, language and community‑building projects that help sustain Irish identity overseas.
For the upcoming cycle, the programme carries a record allocation of €17.5 million, the highest in its history. Richmond said the increased funding reflects the Government’s determination to foster “vibrant and sustainable Irish communities abroad,” noting the essential role played by service providers, volunteers and cultural groups across the globe.
He emphasised that the programme’s future direction will prioritise support for vulnerable emigrants while also deepening engagement with younger generations and under‑represented groups within the diaspora.
Richmond also confirmed progress on the Government’s forthcoming Diaspora Strategy, following an extensive global consultation with Irish community organisations in 2025. The new strategy is expected to be launched at the Global Irish Civic Forum in Croke Park in April 2026, setting out updated priorities for Ireland’s relationship with its citizens and communities overseas.
Applications for the 2026/2027 Emigrant Support Programme are now open, with a deadline of 4 February 2026 at 23:59 Irish Time. Full details and application guidelines are available on the Government’s official diaspora portal at Ireland.ie
