Ireland Launches Strategic Action Plan to Diversify Global Trade and Boost Economic Resilience

DUBLIN — Tánaiste Simon Harris and Minister for Enterprise, Tourism and Employment Peter Burke have unveiled the Government’s Action Plan on Market Diversification, a cross-departmental initiative aimed at strengthening Ireland’s global trade resilience and expanding export opportunities for Irish businesses.

The plan, announced on 28 August 2025, outlines over 100 targeted actions to support Irish enterprises—particularly SMEs—in navigating shifting global trade dynamics. Developed jointly by the Department of Enterprise, Tourism and Employment and the Department of Foreign Affairs and Trade, the initiative aligns with the forthcoming Global Ireland 2040 framework.

Key objectives include:

  • Enhancing market access and export supports for Irish businesses
  • Expanding Ireland’s diplomatic and agency footprint in high-growth regions
  • Delivering strategic trade and tourism missions
  • Strengthening domestic infrastructure and policy to support international competitiveness

“Ireland’s economy remains robust, but we must not be complacent,” said Tánaiste Harris. “This plan ensures Irish businesses are equipped to thrive in both established and emerging markets.”

Minister Burke emphasized the importance of agility in a volatile global landscape: “We must deepen existing partnerships while forging new ones in regions like Asia, Latin America, Africa, and the Gulf.”

The Cabinet Committee on Economy, Trade and Competitiveness will oversee implementation, with biannual progress updates. The plan will also inform the development of Ireland’s next Trade and Investment Strategy.
