Ireland Launches National Human Rights Strategy for Disabled People 2025–2030

📍 Dublin, Ireland — The Irish Government has officially launched the National Human Rights Strategy for Disabled People 2025–2030, marking a major milestone in advancing disability rights since Ireland’s ratification of the UN Convention on the Rights of Persons with Disabilities (UNCRPD).

Developed through extensive consultation with disabled people and their representative organisations, the strategy outlines a whole-of-government approach to improving accessibility, inclusion, and equality. It includes input from diverse communities, including disabled women and girls, LGBTIQ+ individuals, Travellers, Roma, and other underrepresented groups.

Unveiled at Dublin’s Mansion House, the launch featured active participation from the disabled community, including performances and speeches by advocates such as Lianne Quigley of the Irish Deaf Society and Joseph McGrath of the National Platform of Self Advocates.

Key commitments include:

  • Improved accessibility in public infrastructure and transport
  • Enhanced access to digital and assistive technologies
  • A new Roadmap for Inclusive Education
  • Expansion of disability employment programmes
  • Development of a National Policy on Personal Assistance
  • Strengthened early intervention and therapy services for children
  • Reduced notice requirements for public transport access

Taoiseach Micheál Martin described the strategy as a “landmark moment” for disability rights, while Tánaiste Simon Harris emphasized its roots in decades of advocacy. Ministers Norma Foley, Hildegarde Naughton, and Seán Canney echoed the need for cross-departmental collaboration and accountability.

The Department of Children, Disability and Equality will oversee implementation, supported by a newly formed Disabled Persons’ Organisation Group to ensure sustained input from those with lived experience.
