THE HAGUE, Netherlands — Law enforcement agencies across Europe and North Africa have arrested five high-level suspects accused of directing violent criminal operations from abroad. Coordinated by Europol under Operational Taskforce (OTF) GRIMM, the arrests took place across August and September 2026 in Spain, Morocco, and France.
The joint international action focused on the upper tiers of organized criminal syndicates operating “violence-as-a-service” models—individuals who allegedly order contract killings, coordinate bombings, orchestrate shootings, and recruit operatives remotely. Among those taken into custody are fugitives previously listed on the EU Most Wanted website.
Key Operational Milestones
Investigators targeted suspects responsible for organizing and commissioning severe acts of violence across the European continent:
- Agadir, Morocco (Sept. 25, 2026): Moroccan authorities arrested a 31-year-old Swedish national wanted for two alleged offenses involving preparations for murder. Swedish police identified him as a central figure in directing violence and drug trafficking networks.
- Targeting the Command Structure: The operations specifically aimed at “masterminds” and recruiters who locate perpetrators online or through criminal networks, distance themselves geographically from crime scenes, and orchestrate violent attacks from safe havens abroad.
- Europol Coordination: Operating under OTF GRIMM, international law enforcement agencies shared real-time intelligence to track criminal connections across borders and disrupt the capability of syndicates to recruit young people for violent acts.
By dismantling these command structures, law enforcement officials aim to sever the logistics chain between transnational gang leadership and ground-level executioners, halting further contract violence and extortion plots throughout Europe.
