Modern Slavery Fund Albania Programme 2026 to 2029: call for proposals

The Home Office Modern Slavery Fund Albania Programme will run from 2026 to 31 March 2029 to strengthen responses to labour, criminal and sexual exploitation affecting Albanian nationals and third country nationals in Albania.

Grants are available across 4 lots: prevention, identification and reintegration, and institutional development in Albania, plus a complementary lot improving identification and referral of Albanian nationals in the United Kingdom.

The total indicative programme value is around £3.24 million. A separate proposal for each lot should be submitted by Monday 24 August 2026.

What the fund will achieve

The programme invests primarily in Albania’s institutions, communities and civil society to build lasting capacity against trafficking and exploitation. It aims to achieve 3 outcomes by 31 March 2029:

  1. Prevention: people at risk of labour, sexual and criminal exploitation in Albania are better able to recognise trafficking risks, make informed and safer migration decisions, and access safer livelihood opportunities.
  2. Identification and protection: victims in Albania and the United Kingdom are identified earlier and access sustainable reintegration services, reducing the risk of re-trafficking.
  3. Institutional strengthening: Albanian institutions improve their capability, co-ordination and ownership of the anti-trafficking response and UK agencies have more capability to identify Albanian victims of trafficking.

Requirements for organisations wishing to apply

Applicants must be legally registered organisations, such as NGOs, civil society organisations or research institutions, able to manage UK government grant funding transparently, with a safeguarding policy for work with vulnerable adults and children. They must not be subject to UK sanctions or FCDO debarment, and must submit a conflict-of-interest declaration.

For the 3 Albania lots (Lots 1 to 3), applicants must apply as a consortium of up to 3 organisations with a named lead partner and show relevant experience in Albania or the Western Balkans. The UK lot (Lot 4) is open to single organisations experienced in supporting Albanian migrant communities in the UK.

How to apply

A separate full proposal and financial proposal must be submitted for each lot, written in English. Each lot is assessed independently against the published criteria.

Proposals should be emailed to [email protected] with the subject line: ‘[Name of organisation] Modern Slavery Fund Albania Programme submission’ by 11:59pm UK time on Monday 24 August 2026 (6 weeks from publication). Late and incomplete submissions will not be considered.

There is a clarification period before the deadline for written questions. Questions should be emailed to [email protected] by 11:59pm UK time on Monday 27 July 2026.
