The European Commission’s yearly State of the Digital Decade report assesses how the EU is progressing on its 2030 digital transformation targets.
The 2026 report shows that the EU has made progress in key areas. However, structural gaps continue to hold back Europe’s digital transformation, and faster action will be needed to reach the 2030 targets.
Main findings of the report:
- Digital infrastructure: 96.8% of households now have basic 5G coverage, but fibre deployment, semiconductors and computing capacity still lag behind the 2030 targets.
- Digitalisation of businesses: more businesses are using cloud computing, data analytics and AI, but many small and medium-sized enterprises still face barriers to adopting advanced digital solutions.
- Digital skills: more than 60% of Europeans now have at least basic digital skills, but shortages of ICT specialists remain significant and the gender gap persists.
The report provides clear recommendations for both the EU and Member States on how to close the remaining gaps, including by scaling up successful projects and mobilising investments.
The Commission is now calling on EU countries to update their national Digital Decade roadmaps with concrete measures and stronger alignment with the next long-term EU budget.
In 2027, the Commission will review the Digital Decade targets to reflect technological and policy developments and prepare the framework for beyond 2030.
