Minister for Older People Publishes HIQA Report on Oversight of Emeis Ireland Nursing Homes

Dublin, 30 June 2025 — The Minister for Older People, Mary Butler, has published the Health Information and Quality Authority’s (HIQA) report on the regulatory oversight by the Chief Inspector of designated centres for older people operated by Emeis Ireland.

The report provides a detailed account of the regulatory history of Emeis Ireland’s nursing homes, including compliance records, enforcement actions, and additional regulatory conditions imposed over time.

Minister for Older People Mary Butler, Minister of State at the Department of Health Jennifer Carroll MacNeill, and senior departmental officials met with HIQA on 30 June 2025 to discuss the findings. The meeting follows the publication of an interim report on 17 June regarding HIQA’s engagement with The Residence, Portlaoise, and Beneavin Manor, Glasnevin—two centres featured in RTÉ Investigates’ programme aired on 4 June.

HIQA confirmed that its Office of the Chief Inspector will continue intensive engagement with the Emeis Ireland group to ensure regulatory compliance and resident safety.

The Government is currently reviewing the findings of both reports, with consideration being given to strengthening regulatory powers for nursing home oversight. The Department of Health has stated that any necessary actions will be prioritised.

Ministers emphasised that all aspects of the nursing home sector must be closely examined in the coming months to ensure services are safe, sustainable, and responsive to the needs of residents and their families.

“The welfare of residents remains our highest priority,” said Minister Butler. “We are committed to taking all necessary steps to ensure high standards of care across the sector.”
