In a pivotal address to the European Parliament, European Commission President Ursula von der Leyen emphasized the urgency of strengthening European defence capabilities amid growing global security concerns. Reflecting on the words of Alcide de Gasperi, she reminded lawmakers that the task of securing peace through strength remains as relevant today as it was seven decades ago, especially in light of Russia’s ongoing aggression in Ukraine.
Von der Leyen underscored that Europe must shed its past illusions—such as the hope of integrating Russia into a European security framework or relying indefinitely on U.S. protection—and take immediate, decisive action to secure its future. She outlined a comprehensive defence strategy, prioritizing a surge in military spending, enhanced production of defense materials, and collaborative efforts to support Ukraine in its fight against Russian invasion.
Key initiatives included in the plan are:
- Increased Defence Spending: Von der Leyen highlighted the need for European nations to significantly boost their defence budgets. A proposed national escape clause could allow countries to raise their defence spending to 3% of GDP, mobilizing €650 billion over the next four years.
- Strategic Investment: The SAFE (Security Action for Europe) initiative proposes €150 billion in loans to Member States to fund critical defence sectors such as air defence, drones, and cybersecurity. This would help foster a stronger European defence industry and ensure faster and more efficient procurement.
- Collaborative Procurement: Von der Leyen also stressed the importance of joint procurement, citing successful examples from countries like the Czech Republic and Denmark, which have led initiatives to provide weapons to Ukraine. Larger, coordinated orders drive down costs and accelerate production.
- Cohesion Funds for Defence: Member States will be able to redirect uncommitted funds from the European Cohesion Fund towards defence-related projects, further boosting Europe’s collective security infrastructure.
With these proposals, von der Leyen reaffirmed Europe’s commitment to creating a European Defence Union, one that ensures peace on the continent through unity, strength, and strategic investment. The ambitious plan aims to mobilize the full economic and industrial potential of Europe, ensuring that the continent is well-equipped to face current and future security challenges.
