WASHINGTON — The United States is investing $1.7 trillion in a sweeping modernization of its nuclear triad, aiming to upgrade land-based intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and strategic bombers by 2030. The initiative represents one of the most significant defense undertakings in decades, designed to maintain deterrence amid rising global competition.

According to a report by the Center for Strategic and International Studies (CSIS), titled Returning to an Era of Competition and Nuclear Risk, authors Heather Williams, Joseph Rodgers, and Elizabeth Kos warn that the modernization effort reflects a shifting strategic landscape marked by renewed tensions with Russia and China.

The program includes the development of the Sentinel ICBM, Columbia-class nuclear submarines, and the B-21 Raider stealth bomber. While proponents argue the upgrades are essential for national security, critics caution against escalating arms races and urge greater transparency and arms control diplomacy.
