U.S. Court Blocks Trump’s Offshore Wind Ban, Clears Path for Orsted’s Rhode Island Project Resumption

A federal judge in the District of Columbia has issued a preliminary injunction against President Donald Trump’s executive order halting construction of the Revolution Wind offshore project, effectively allowing Danish energy firm Ørsted to resume development off the coast of Rhode Island.

The court ruled that the administration’s directive lacked sufficient legal justification and posed undue harm to clean energy progress and contractual obligations already in motion. The decision marks a significant legal setback for the White House’s broader push to curtail offshore wind expansion, citing national security and maritime concerns.

Ørsted’s Revolution Wind project, a joint venture with Eversource, is expected to deliver up to 704 megawatts of renewable energy to Rhode Island and Connecticut, powering hundreds of thousands of homes. The project had been paused following the presidential order, triggering legal challenges from developers and environmental advocates.

In its ruling, the court emphasized the importance of regulatory consistency and the economic impact of abrupt policy reversals. The injunction allows Ørsted to resume construction while the case proceeds, signaling judicial support for ongoing clean energy commitments amid political resistance.
