Washington, 9 October 2025 — President Donald Trump announced on Wednesday that Israel and Hamas have agreed to the first phase of a U.S.-brokered peace plan, marking what he described as a “historic and unprecedented event” in efforts to end the two-year war in Gaza.
The Announcement
In a series of posts on his social media platform, Trump declared:
- “Israel and Hamas have both signed off on the first Phase of our Peace Plan.”
- “This is a GREAT Day for the Arab and Muslim World, Israel, all surrounding Nations, and the United States of America, and we thank the mediators from Qatar, Egypt, and Turkey, who worked with us to make this Historic and Unprecedented Event happen.”
- He concluded with the phrase: “BLESSED ARE THE PEACEMAKERS!”
Terms of the First Phase
According to U.S. officials and negotiators, the initial stage of the 20-point framework includes:
- The release of all hostages held in Gaza.
- An Israeli troop withdrawal to an agreed line.
- A ceasefire to halt ongoing hostilities.
Further phases are expected to address Hamas’s disarmament, governance arrangements for Gaza, and long-term security guarantees.
Regional and International Response
Israeli Prime Minister Benjamin Netanyahu welcomed the agreement, saying he hoped it would bring hostages home “with God’s help.” Hamas confirmed its acceptance of the deal but urged guarantor states to ensure Israel fully implements its commitments.
Mediators from Qatar, Egypt, and Turkey were credited with helping bridge final gaps during talks in Sharm el-Sheikh, Egypt.
Outlook
The agreement comes just after the second anniversary of Hamas’s October 7, 2023 attack, which triggered Israel’s devastating military campaign in Gaza. While the deal represents the most significant breakthrough to date, analysts caution that implementation challenges remain, particularly over sequencing of withdrawals and prisoner exchanges.
If carried out, the accord could mark the most consequential foreign policy achievement of Trump’s presidency and a potential turning point in a conflict that has claimed tens of thousands of lives.
