Copenhagen, 1 October 2025 — Taoiseach Micheál Martin is in Denmark for two days of high-level talks, beginning with an informal European Council meeting focused on bolstering European defence, strengthening support for Ukraine, and addressing wider security challenges.
The summit comes amid heightened concern over Russian incursions into European airspace and ongoing conflict in Ukraine. Leaders are expected to discuss measures to reinforce Europe’s defence capabilities, including cyber and maritime security, while also considering how to increase pressure on Moscow through sanctions and economic measures.
Speaking ahead of the meeting, the Taoiseach underlined Ireland’s commitment to Ukraine, stressing that EU membership for Kyiv must be part of a broader package of security guarantees. “Ukraine is doing the hard work of reforms. The EU must also do our part,” he said, adding that Ireland’s policy of military neutrality remains fully respected by EU partners.
Martin also confirmed he will raise the humanitarian crisis in Gaza, noting that President Trump’s proposed peace plan presents “an opportunity to change the narrative – to end the killing, secure the release of hostages, and deliver humanitarian aid.” He urged the EU to be ready to contribute to any credible peace process, building on recent international efforts.
On Thursday, the Taoiseach will join the European Political Community (EPC), a wider forum of European leaders. He will co-chair a roundtable on economic security with the Prime Minister of Iceland, focusing on energy independence, competitiveness, and safeguarding the rules-based international order. He will also attend discussions on tackling cross-border illicit drug trafficking and hold a series of bilateral meetings.
The Copenhagen engagements are seen as an important step in shaping Europe’s collective response to security threats, while also reinforcing Ireland’s role in both EU and broader European cooperation.
