Statement by Tánaiste and Minister for Foreign Affairs, Simon Harris, on Gaza – Dáil Éireann, 21 May 2025

We convene today amidst a humanitarian catastrophe in Gaza, where over 53,000 lives have been lost, and the suffering continues unabated. The international community’s response has been insufficient, and Ireland must lead with clarity and conviction.

Humanitarian Crisis

The situation in Gaza is dire. The United Nations has reported that the blockade imposed by Israel has severely restricted the flow of humanitarian aid, exacerbating the crisis. Hospitals are overwhelmed, and essential supplies are scarce. The World Health Organization has described the blockade as an “abomination,” and the International Criminal Court has identified the use of starvation as a weapon of war as a potential war crime .(The Times, TheJournal.ie)

Ireland’s Position

Ireland unequivocally condemns the actions of Hamas, including the attacks on 7 October 2023 and the taking of hostages. However, we also strongly condemn the Israeli military operations in Gaza, which have resulted in significant civilian casualties and the destruction of vital infrastructure. We call for an immediate and unconditional ceasefire, the release of all hostages, and the unimpeded delivery of humanitarian aid.

International Legal Obligations

Ireland has consistently called on Israel to comply with international law, including international humanitarian law. We have participated in advisory proceedings at the International Court of Justice concerning the legal consequences arising from Israel’s policies in the occupied Palestinian territories. The Court’s Advisory Opinion confirmed that Israel’s settlement and related policies amount to illegal annexation .(gov.ie)

EU Actions

At the European Union level, Ireland has been active in urging a review of the EU-Israel Association Agreement in light of the ongoing humanitarian crisis. A majority of EU member states have now supported this review, signaling a collective concern over Israel’s actions and the need for accountability .

Ireland will continue to use all diplomatic, legal, and humanitarian tools at our disposal to address the situation in Gaza. We will work with our international partners to ensure that humanitarian aid reaches those in need and that all parties adhere to their obligations under international law.

The people of Gaza deserve peace, dignity, and the opportunity to rebuild their lives. Ireland stands in solidarity with them and will continue to advocate for a just and lasting resolution to the conflict.
