Ireland–Ukraine Relations Strengthened as Economic Forum Caps Historic Visit
Dublin, December 2, 2025 – Ireland and Ukraine have deepened their partnership as President Volodymyr Zelenskyy and First Lady Olena Zelenska concluded their official visit with a series of high-level engagements, culminating in the launch of the Ireland–Ukraine Economic Forum at Iveagh House.
Bilateral Talks with McEntee
Minister for Foreign Affairs and Trade Helen McEntee TD hosted the inaugural forum, joined by Taoiseach Micheál Martin TD, Tánaiste Simon Harris TD, and senior Ukrainian officials. The forum spotlighted opportunities for investment and trade, with panels featuring Ireland’s Minister for Enterprise Peter Burke, Ukraine’s Deputy Minister for Economy Pavlo Kartashov, and Irish business leaders.
Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka closed the session, stressing Ukraine’s EU accession path and Ireland’s role in reconstruction. McEntee underscored the ambition of the newly signed Roadmap on the Ukraine–Ireland Partnership, which builds on the 2024 Agreement on Support for Ukraine and Cooperation.
Security and Support Commitments
During bilateral talks, Taoiseach Micheál Martin announced an additional €125 million in non-lethal military aid, aimed at helping Ukraine withstand Russia’s nightly missile and drone attacks. Martin emphasized Ireland’s solidarity with Ukraine, framing the support as part of Europe’s collective defense against aggression.
President Zelenskyy, in his address, thanked Ireland for its steadfast support, highlighting the importance of both humanitarian and military assistance in Ukraine’s survival and recovery. Tánaiste Simon Harris reinforced Ireland’s commitment to Ukraine’s EU future, stressing the moral imperative of standing with Kyiv.
Earlier Engagements
The visit also included a formal reception with President Connolly, where ceremonial honors were extended to the Ukrainian First Couple. Cultural programs in Dublin highlighted people-to-people ties, while meetings with Irish leaders focused on humanitarian aid, reconstruction, and education exchanges.

Minister McEntee confirmed the Ireland–Ukraine Economic Forum will convene annually, serving as a platform for government, business, and civil society to advance trade and investment. She stressed Ireland’s role in supporting Ukraine’s recovery and EU integration, positioning Dublin as a partner in both economic and security dimensions.
