Abuja, 9 October 2025 — President Bola Ahmed Tinubu has exercised the presidential prerogative of mercy, granting pardons to 175 individuals across various categories, including posthumous clemency for nationalist Herbert Macaulay and former Minister Maj.-Gen. Mamman Vatsa (retd). The decision, endorsed by the Council of State, was presented by Attorney-General Lateef Fagbemi (SAN) following recommendations from the Advisory Committee on the Prerogative of Mercy Vanguard News PM News Nigeria.
Exclusion of Nnamdi Kanu
Notably absent from the list is Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB), who has been in prolonged detention on charges of treasonable felony and terrorism-related offenses. His exclusion has reignited appeals from civic groups, community leaders, and political observers urging the president to “temper justice with mercy” and pursue a peaceful resolution to long-standing grievances in the South-East.
Advocates argue that extending clemency to Kanu could serve as a confidence-building measure, reducing tensions and fostering dialogue between the federal government and aggrieved communities.
Calls for Dialogue and Reconciliation
Commentators stress that Nigeria’s stability depends on addressing root causes of agitation, including political marginalization, economic disparities, and security concerns. By creating space for peaceful dialogue, stakeholders believe the government can de-escalate conflict and strengthen national cohesion.
Observers note that Tinubu’s decision reflects a balancing act between upholding the rule of law and responding to calls for reconciliation. While the pardons signal a willingness to address historical injustices, the omission of Kanu underscores the sensitivity of separatist demands within Nigeria’s political landscape.
Outlook
The presidential pardons mark a significant gesture of clemency, but the exclusion of Nnamdi Kanu ensures that debates over justice, reconciliation, and national unity will continue. Analysts suggest that a statesmanlike approach, combining legal processes with inclusive dialogue, could help Nigeria navigate its complex challenges and reinforce the bonds of unity.
