ISLAMABAD, Pakistan — May 29, 2025 — Pakistani authorities have arrested 21 individuals linked to the notorious cybercrime service known as Heartsender, a platform that has been facilitating spam and malware distribution for over a decade. The arrests were made following coordinated raids conducted by the National Cyber Crime Investigation Agency (NCCIA) in Lahore’s Bahria Town and Multan on May 15 and 16, 2025.
What Is Heartsender?
Heartsender, also known as Saim Raza or The Manipulators, operated as an online marketplace offering a range of cybercrime tools, including phishing kits, scam pages, and email extractors. These tools were primarily sold to transnational organized crime groups, enabling them to execute large-scale fraud operations targeting individuals and businesses worldwide. The service was particularly known for its ability to bypass security filters, making it a preferred choice for cybercriminals.
International Crackdown
The recent arrests in Pakistan are part of a broader international effort to dismantle the Heartsender network. In January 2025, U.S. and Dutch authorities coordinated the seizure of 39 domains and associated servers used by the group. This operation, dubbed Operation Heart Blocker, aimed to disrupt the group’s activities and prevent further victimization. The U.S. Department of Justice estimated that the tools sold by Heartsender resulted in over $3 million in financial losses in the United States alone.
Pakistani Authorities’ Statement
The NCCIA, in collaboration with local law enforcement, initiated the operation after receiving intelligence about the group’s activities. The arrested individuals are believed to have been involved in the development, marketing, and distribution of Heartsender’s malicious tools.
