Cologne/Oslo, November 4, 2025 — The European Union Aviation Safety Agency (EASA) and Norway’s Civil Aviation Authority (CAA Norway) have signed a landmark cooperation agreement at the Zero Emission Regional Aviation Conference 2025 (ZERAC25). The agreement will drive innovation, research, and learning through Norway’s International Test Arena, a hub known for pioneering operations of sustainable aviation technologies.
This new partnership brings together Europe’s regulatory expertise and Norway’s innovation ecosystem to demonstrate and advance cutting-edge aviation solutions such as electric and hydrogen-powered aircraft in a real-world environment. The Test Arena, set up by CAA Norway and infrastructure and airspace provider Avinor, is connecting industry, research, and regulators. The collaboration aims to fast-track the transition toward zero-emission aviation while maintaining the highest safety standards.
CAA Norway’s Director Strategic Analysis & Transformation, Jan Petter Steinland stated: “Norway has long been at the forefront of bringing sustainable transport solutions to the market, and now we turn to aviation. This agreement strengthens our shared mission to make aviation greener, smarter, and more accessible. We are thrilled to host this collaboration in the context of International Test Arena.”

As part of this partnership, EASA and CAA Norway will coordinate joint activities at International Test Arena focused on technology testing, knowledge development, regulatory gaps and professional training. These initiatives aim to inspire innovation, nurture new talent, and ensure that safety remains the foundation of every breakthrough.
The signing took place at ZERAC25 in Oslo, gathering leaders from government, industry, and academia dedicated to reshaping the aviation landscape for future generations.
