Albany, 1 August 2025 — Governor Kathy Hochul has announced the opening of a $21.6 million funding initiative through New York State’s Clean Mobility Program, supporting community-led zero-emission transportation demonstration projects across the state. The fund prioritizes underserved communities and regions serviced by upstate utilities, including the Bronx.
Program Goals and Scope
Administered by the New York State Energy Research and Development Authority (NYSERDA), the program promotes scalable and sustainable transportation solutions such as:
- E-bikes and e-scooters
- Electric vehicle ridesharing services
- On-demand, small-scale electric transit systems
Projects must demonstrate affordability, long-term viability, and incorporate robust planning—covering community engagement, site feasibility, safety standards, and regulatory compliance. Each award may reach up to $3 million, with a required 20% cost share from non-NYSERDA sources.
Geographic Prioritization
A total of $8 million has been reserved for targeted areas:
- $5 million for micromobility projects in Central Hudson, National Grid, NYSEG, and RG&E service regions
- $3 million for eligible Bronx-based projects
Leadership Statements and Vision
Governor Hochul emphasized the program’s role in advancing clean air and transportation equity:
“New York remains committed to expanding modern, efficient mobility options that improve air quality and give residents flexible, affordable choices—especially in historically underserved communities.”
NYSERDA President and CEO Doreen M. Harris added:
“Electric ride-sharing, e-bikes, and e-scooters can empower people to stay active and independent. We’re eager to support solutions that can be scaled statewide.”
Officials from the Departments of Public Service, Environmental Conservation, and Transportation voiced support, highlighting public health, environmental justice, and community resilience benefits.
Application and Engagement Timeline
Proposals are due by 25 September 2025 at 3:00 p.m. ET.

- Webinar – 7 August 2025
- Virtual Showcase – 14 August 2025 (featuring vendors of two- and four-wheeled mobility tech)

Program Background and Broader Investment Strategy
This initiative builds on prior investments, including a $32 million Clean Mobility announcement in June 2024 and $2.9 million in planning grants awarded to 29 community-based projects earlier this year. Past participation is not required to apply.
In 2024, Governor Hochul signed legislation promoting e-bike and lithium-ion battery safety, alongside the release of consumer guidelines addressing fire and risk mitigation.
The Clean Mobility Program forms part of a broader $3 billion statewide investment in zero-emission transportation, complementing programs such as the EV Make Ready initiative and the New York Clean Transportation Prizes.
