Montenegro Launches First Renewable Energy Auction with EBRD Support

📍 Podgorica, July 11, 2025 — Montenegro has initiated its first-ever renewable energy auction, offering 250 MW of solar power generation capacity, in a landmark move to accelerate its clean energy transition. The auction, led by the Ministry of Energy and Mining and supported by the European Bank for Reconstruction and Development (EBRD), marks a pivotal shift toward a market-based renewable energy sector.

  • Minimum project size: 400 kW
  • Maximum bid price: €65/MWh
  • Contract type: 12-year contracts for difference (CfD)
  • Bid deadline: November 10, 2025

🌍 Policy and Legislative Framework The auction follows the adoption of Montenegro’s Renewable Energy Sources (RES) Law, developed with EBRD technical assistance and aligned with the EU Renewable Energy Directive (RED II). Secondary legislation and a forthcoming three-year auction plan further support Montenegro’s EU Reform and Growth Agenda.
