Minister for Justice Jim O’Callaghan Launches 2026–2028 Strategic Plan of the Private Security Authority

The Minister for Justice, Home Affairs and Migration, Jim O’Callaghan, has formally launched the 2026–2028 Strategic Plan of the Private Security Authority (PSA), setting out a roadmap to strengthen regulation, modernise operations, and enhance public confidence in Ireland’s private security sector. The launch took place on 20 November 2025 at the Department of Justice, with PSA Chairperson Jillian van Turnhout and CEO John Phelan in attendance.


Strengthening Regulation and Standards

The PSA, established in 2004, regulates the private security industry to ensure public protection through licensing, monitoring, and enforcement. The new plan outlines four key goals for the next three years:

  • Modernisation and efficiency through digital tools and technology.
  • Enhanced reporting and compliance mechanisms.
  • Resource and leadership development to build staff expertise.
  • Collaboration with industry and government partners to raise standards.

Minister O’Callaghan emphasised the sector’s importance in safeguarding communities:

“The private security industry plays an integral role in protecting the public, ensuring personal safety and assisting in crime prevention. This Strategic Plan is an important milestone as the PSA continues to improve standards and strengthen regulation.”


Consolidation and Communication

Chairperson Jillian van Turnhout described the plan as a transition from “establishment to consolidation,” highlighting priorities such as regulatory effectiveness, compliance, and public trust. A new communications strategy will be developed to raise awareness of the risks posed by unlicensed providers and to reinforce the importance of using licensed services.

CEO John Phelan noted the PSA’s achievements over its 21-year history, including significant improvements in industry standards. He stressed that the next phase will focus on better experiences for licence holders, sharper inspection targeting, and stronger enforcement against unlicensed operators.


Outlook

The Strategic Plan positions the PSA to deliver greater transparency, accountability, and professionalism across Ireland’s private security industry. With a focus on technology, collaboration, and public engagement, the Authority aims to consolidate its role as a trusted regulator while ensuring that security services remain safe, reliable, and compliant.
