DUBLIN, 12 September 2025 — Minister for Children, Disability and Equality, Norma Foley TD, has announced the launch of a public consultation aimed at shaping comprehensive regulations for school-age childcare services in Ireland. The initiative seeks input from parents, providers, and stakeholders to strengthen oversight and improve service quality.
Current regulations, introduced in 2019, focus primarily on registration. With the number of school-age childcare services expanding—now representing 22.5% of all early learning and childcare services—the Department is developing broader legislation to address evolving needs. In the 2024/25 programme year, 1,084 of 4,816 contracted services are located on school premises, reflecting a significant rise from 15.9% in 2021/22.
The consultation also invites feedback on proposed changes to the 2016 Regulations for early learning and care services. Participants can contribute via an online survey open until 31 October 2025 and express interest in joining targeted focus groups.
Minister Foley emphasized the importance of inclusive input, stating, “Together, we can ensure that our children’s care is provided in environments that support their wellbeing.”
The initiative aligns with commitments under First 5: the Whole-of-Government Strategy for Babies, Young Children and their Families. Draft regulations will be published for further review ahead of finalization in early 2026, with a transition period planned for existing Tusla-registered services.
