Dublin, 6 October 2025 — Minister for Finance Paschal Donohoe T.D. has announced the appointment of Ronan O’Neill as a new non-executive director to the Board of Home Building Finance Ireland (HBFI).
Appointment Process
The nomination followed a competitive selection process conducted by the Public Appointments Service, in line with the Government’s Guidelines for Appointments to State Boards (2014). Officials noted a strong level of interest in the advertised position, reflecting the importance of HBFI’s role in supporting Ireland’s housing sector.

Welcoming the appointment, Minister Donohoe said:
“Ronan is well placed to serve in the role, given his extensive experience in financial services. He will bring a wealth of both professional and governance expertise to the HBFI Board, and I wish him well on his appointment.”
Background
O’Neill, a former senior executive in the Irish banking sector, has held leadership roles in AIB and Permanent TSB, bringing decades of experience in financial management and corporate governance. His appointment is expected to strengthen HBFI’s oversight as it continues to provide financing for residential development projects across the country.
About HBFI
Established in 2019, Home Building Finance Ireland was created to increase the supply of new homes by providing market-based financing to commercially viable residential developments. The agency plays a central role in addressing Ireland’s housing challenges by supporting builders and developers who may face difficulties accessing traditional bank lending.
