đź”§ Coordinated Action to Unlock Housing Supply

On 6 November 2025, Minister for Housing, Local Government and Heritage James Browne TD convened the inaugural meetings of the Housing Activation Delivery Group and the Housing Activation Industry Group, marking a significant step in Ireland’s efforts to address housing shortages.

These groups will work in tandem with the Housing Activation Office (HAO), established earlier this year to coordinate infrastructure investment and remove blockages preventing large-scale housing development.

“Delivering homes at the scale we need requires closer alignment across Government and tighter collaboration between the public and private sectors,” said Minister Browne.


🏗️ Housing Activation Delivery Group

This group comprises senior officials from key government departments and infrastructure agencies. Its mandate includes:

  • Overseeing the HAO’s work
  • Driving a coordinated programme of public infrastructure investment
  • Supporting the rollout of the Housing Infrastructure Investment Fund under the National Development Plan
  • Promoting accountability and shared responsibility across stakeholders

The group will monitor progress and ensure that infrastructure delivery keeps pace with housing demand, particularly on strategic sites.


🏢 Housing Activation Industry Group

Designed as a structured forum for engagement between the Minister and industry bodies, this group will:

  • Share insights from developers and infrastructure providers
  • Identify emerging challenges in housing activation
  • Support the HAO in crafting practical, collaborative solutions

Its formation reflects the government’s recognition that industry expertise is vital to overcoming delivery barriers and scaling up housing supply.


📌 Next Steps

The Housing Activation Office is now finalising the Housing Infrastructure Investment Fund, expected to launch later this year. It will continue working with local authorities to identify priority projects and unblock infrastructure delays.

A new head of the HAO is due to be appointed shortly, but Minister Browne emphasized that work is already underway:

“Today marks the start of a more joined-up approach to housing delivery… delivering results – and new homes – for our citizens.”
