The Department of Housing, Local Government and Heritage has today announced €23 million in funding to support local authorities in adapting and improving existing social housing across Ireland.
The funding, provided under the Disabled Persons Grant and Improvement Works in Lieu Scheme, will be used for a wide range of essential modifications—ranging from basic accessibility features like ramps and stair-lifts to major extensions aimed at relieving overcrowding and creating suitable living spaces for people with disabilities and older residents.
Purpose and Impact
The primary goal of the funding is to enable older people and individuals with disabilities to remain living safely and independently in their homes. The scheme also aims to improve conditions for tenants experiencing overcrowding in local authority housing, and offers an alternative to overcrowded private accommodation.
Under the Disabled Persons Grant, funding can be used for:
- Installing accessibility aids such as stair-lifts, ramps, and grab rails
- Constructing downstairs bedrooms or wet-rooms
- Building home extensions to alleviate overcrowding
The Improvement Works in Lieu Scheme allows for similar improvements to be carried out on privately owned homes where the occupant has been approved for social housing, offering a practical alternative for eligible individuals.

Minister for Housing, Local Government and Heritage James Browne said:
“This funding will significantly improve housing conditions for older tenants and those with disabilities. It will also help tackle overcrowding and provide an alternative for those living in unsuitable private accommodation. These schemes reflect our commitment to supporting independent living across all communities.”
Minister of State for Older People Kieran O’Donnell added:
“My priority is ensuring older people can remain in the homes and communities where they’ve built their lives. This funding is an important step toward supporting that goal.”
Minister of State for Planning and Local Government John Cummins commented:
“These grants are vital to local authorities’ ability to meet the real needs of tenants. They not only support autonomy for people with disabilities but also strengthen local housing infrastructure.”
Funding Structure
The schemes are administered by local authorities, with the Department covering 90% of the cost and the remaining 10% contributed by the local authority. Below is a breakdown of allocations by local authority:
