As part of the Global Campaign on Children’s Care Reform, the UK government is encouraging countries to strengthen families, expand safe and nurturing family-based alternative care, and progressively end the use of institutions to care for children.
Countries that sign the Charter are encouraged to make their own commitments describing specific actions they will take to realise the aims of the Charter. Signatories have the option to request technical assistance from care reform advisors coordinated by Maestral International, supported by FCDO. Technical assistance can be requested to support the development of commitments and/or to inform the implementation of commitments after they have been made.

Guidance for developing commitments supports governments to design ambitious, measurable, and context-specific commitments that align with the Charter’s principles. It includes practical criteria, examples, and participatory approaches to ensure commitments are realistic, well-resourced, and responsive to children’s needs.
Guidance for requesting technical assistance provides instructions on how governments can request technical support from a team of care reform advisors to develop or begin implementing those commitments. This includes a description of the different types of technical assistance available, ways it can be provided, and a step-by-step guidance for submitting requests. Examples of technical assistance may include, but are not limited to: providing a technical review of country commitments, facilitating care system assessments, supporting training, providing example resources or developing draft documents and tools.
