Former VOA Staff and Advocacy Groups Sue to Restore Jobs Following Trump Administration Cuts

A group of former journalists and staff from Voice of America (VOA), alongside advocacy groups such as Reporters Without Borders (RSF) and the American Federation of Government Employees (AFGE), have filed a lawsuit in New York federal court seeking to reinstate employees and contractors who were terminated following President Donald Trump’s Executive Order 14238.

This order, signed on March 14, 2025, aimed to eliminate several federal entities, including the U.S. Agency for Global Media (USAGM), the parent organization of VOA. Along with the order, the Trump administration issued a statement calling VOA “radical propaganda” and vowing to end taxpayer funding. This led to what has been dubbed “Bloody Saturday,” when approximately 1,300 staff members were placed on administrative leave, effectively halting VOA’s operations.

The plaintiffs accuse the Trump administration of violating U.S. law, specifically 22 USC § 6204(b), which mandates the protection of VOA’s professional independence. They argue that the defendants’ actions represent overreach and an arbitrary breach of the Administrative Procedure Act (APA). The suit highlights that VOA’s global reach, which had been faithfully maintained for over 80 years, has now been jeopardized.

Plaintiffs are seeking a court order to restore programming, continue funding for USAGM networks, and prevent further workforce reductions. They also ask for a declaration that the defendants violated the First Amendment and separation of powers.

RSF Executive Director Clayton Weimers voiced concern that Trump’s actions would encourage further crackdowns on press freedom, endangering both VOA and broader journalism communities. Former VOA staffer Steve Herman also described his suspension over social media activity, which he views as part of the broader suppression effort.

The lawsuit underscores the ongoing battle for press freedom, with plaintiffs demanding judicial intervention to restore the integrity of VOA and its mission.
