The European Union has formally adopted a new regulatory amendment that provides car manufacturers with greater flexibility in meeting their CO₂ emissions targets. The Council of the European Union approved the final legislative measure, allowing automakers to calculate compliance based on a three-year average spanning 2025 to 2027, instead of on an annual basis.
The revised rule aims to ease the transition for manufacturers as they adapt to increasingly stringent emissions standards while continuing to scale up electric vehicle production and other decarbonization efforts. The three-year averaging mechanism is expected to provide automakers with more predictability and room to manage fluctuations in fleet emissions.
EU officials stated that the adjustment maintains the bloc’s long-term climate objectives while acknowledging current market and technological challenges facing the automotive sector.
