💶 Summary

On October 23, 2025, the Boards of Directors of the European Investment Bank (EIB) and the European Investment Fund (EIF) approved a sweeping €9.2 billion investment package aimed at strengthening Europe’s infrastructure and social resilience. The funding targets affordable housing, energy security, and child healthcare, while deepening engagement with civil society and global development partners.

🏘️ Housing Innovation: €400 Million HousingTech Initiative

A cornerstone of the package is the launch of the €400 million HousingTechEU initiative, a first-of-its-kind program designed to support advanced materials, engineering, and construction innovation. The initiative aims to make housing more affordable and sustainable, backing the EIB Group’s Action Plan for Affordable and Sustainable Housing, which seeks to mobilize €4 billion by 2025.

The funding will support mid-cap and large companies across the EU to develop new building technologies, reduce construction costs, and improve energy efficiency in residential developments.

🧒 Healthcare Innovation: Europe’s First Paediatrics VC Fund

The EIF will invest in Europe’s first venture capital fund focused on paediatrics, targeting innovation in child healthcare, rare diseases, and early-stage biotech. The fund is expected to catalyze growth in Europe’s life sciences ecosystem, bridging gaps in pediatric drug development and diagnostics.

🌍 Civil Society and Global Engagement

The EIB Board also held consultations with civil society organisations, discussing:

  • Lending in Ukraine amid reconstruction efforts
  • Partnerships with multilateral development banks
  • Climate and social impact frameworks for future lending

These engagements reflect the EIB’s commitment to inclusive development, transparency, and cross-border cooperation.
