EASA publishes first Easy Access Rules for Ground Handling

The European Union Aviation Safety Agency (EASA) has published the first Easy Access Rules for Ground Handling (Regulations (EU) 2025/23 and 2025/20).

The new Easy Access Rules for Ground Handling (EAR for GH) incorporate the requirements for competent authorities to conduct oversight of ground handling organisations as well as the requirements for the safe provision of ground handling services and for the organisations providing them, laid down in Regulations (EU) 2025/23 and 2025/20 respectively. The EAR for GH also include the related acceptable means of compliance and guidance material (AMC and GM), introduced by ED Decisions 2025/006/R and 2025/007/R to support the implementation of those requirements.

The EAR for GH are available in pdf and in machine-readable XML format. As they are generated through the eRules platform, they will be updated regularly to incorporate further changes and evolutions to their content.
