The European Union Aviation Safety Agency (EASA), supported by the Airworthiness Task Force of the UAS Technical Body (TeB), has released comprehensive airworthiness guidance for unmanned aircraft systems (UAS) that are not required to be certified in accordance with Regulation (EU) 748/2012 (Part 21).
New means of compliance (proposed MoC to OSO #2 and MoC to OSO #8), currently under consultation, complete the technical framework needed to enable the operation of drones under a declarative framework (those classified as specific assurance and integrity level (SAIL) III under the specific operation risk assessment – SORA). These means of compliance cover organisational aspects, flight manual, structures and configuration control, with particular attention for management of design changes. Stakeholders are invited to comment until September 12, 2025
For SAIL IV, UAS designers are required to receive a design verification report (DVR) for their product. To support this process, EASA has published a reference table to assist DVR applicants in proposing means of compliance to Special Condition Light UAS. The table outlines ways applicants can meet each requirement of the Special Condition, using EASA’s published means of compliance and recognised standards. The table, which also provides information on ongoing activities in this field, is a living document and will be updated by EASA whenever new significant material will become available.
