€24.3 Billion Ireland Transport Investment Plan for 2026–2030 Approved

Ireland has confirmed a landmark €24.3 billion Sectoral Investment Plan for Transport, following Cabinet approval secured by Minister for Transport Darragh O’Brien. The plan, part of the National Development Plan (NDP) Review, represents one of the largest infrastructure commitments in the State’s history, aimed at modernising public transport, roads, aviation, and maritime systems while advancing climate goals.


Transforming National Connectivity

The plan allocates €22.3 billion across transport sectors, with an additional €2 billion from the Infrastructure, Climate and Nature Fund dedicated to the MetroLink project. The investment will maintain and upgrade existing networks while delivering new initiatives to improve connectivity in both urban and rural areas.

Minister O’Brien described the package as “a transformative moment for Ireland’s transport system,” highlighting its role in supporting economic growth, climate action, and quality of life.


Key Allocations

  • Public Transport (€10.1bn): Renewal of the heavy rail network, replacement of the DART fleet, expansion of the Cork Area Commuter Rail, and construction of the DART+ programme and Western Rail Corridor. BusConnects will continue with new electric buses and core bus corridors in Dublin, Cork, and Galway.
  • MetroLink (€2bn): Dedicated funding for construction of Ireland’s largest transport project.
  • Roads (€9.7bn): Protection and renewal of the national road network, new bypasses, EV charging rollout, and climate‑resilient infrastructure. Major projects over €200m will begin procurement or construction by 2030, alongside smaller schemes such as the Mallow Relief Road and Ardee Bypass.
  • Active Travel (€1.8bn): Delivery of 1,000km of walking and cycling routes, including the Sustainable Transport Bridge in Waterford, the Glanmire Urban Greenway in Cork, and cycle networks in Galway.
  • Civil Aviation (€44.6m): Continued investment in regional airports under the new Regional Airports Programme 2026–2030.
  • Maritime (€145m): New Coast Guard facilities and replacement of the Commissioners of Irish Lights’ vessel ILV Granuaile.
  • ICT and Innovation (€231m): Advanced traffic management, autonomous vehicle readiness, and a consolidated digital hub.

Supporting Rural and Regional Development

Minister of State Seán Canney emphasised the plan’s role in enhancing road safety and rail expansion, while Minister Jerry Buttimer highlighted its importance for rural communities, ensuring reliable and accessible transport options.

The €24.3 billion investment marks a decisive step in reshaping Ireland’s transport system for the next decade. By integrating sustainability, innovation, and regional development, the plan positions Ireland to deliver a modern, resilient, and inclusive transport network that supports both economic competitiveness and environmental responsibility.
