California Launches Online Portal to Report Misconduct by Federal Agents

Human Rights

Sacramento — December 2025 — California has unveiled a new state‑run online portal allowing the public to report alleged misconduct by federal agents and officers, marking one of the most assertive state‑level oversight moves in the country.

The platform enables residents to file complaints involving federal personnel operating in California, including agents from immigration, border enforcement, and other federal law‑enforcement agencies. State officials say the tool is designed to increase transparency, document patterns of abuse, and ensure that allegations are formally recorded even when they fall outside state jurisdiction.

California lawmakers have argued that the portal fills a long‑standing accountability gap, particularly in cases where federal officers operate in local communities without direct state oversight. Civil‑rights groups have welcomed the move, saying it provides a centralised, accessible mechanism for reporting incidents ranging from excessive force to unlawful detentions.

Federal officials have not publicly opposed the initiative but have noted that complaints involving federal personnel must still be investigated through federal channels. State authorities say the portal will forward relevant reports to the appropriate federal agencies while also maintaining state‑level records for oversight and policy review.

The launch comes amid ongoing national debates over the limits of federal authority and the rights of states to monitor federal law‑enforcement activity within their borders.
