Georgia Urged to Uphold Democratic Values Amid Protests by OSCE Troika

VIENNA, 13 December 2024 — The OSCE Troika, consisting of Malta, North Macedonia, and Finland, issued a strong statement today condemning the violent response by Georgian authorities to recent peaceful protests. These protests, led by civil society, independent media, and politicians, have expressed opposition to government actions that undermine democratic principles in the country.

The Troika emphasized that the use of repressive tactics—such as arbitrary detention, physical violence, and intimidation—against peaceful demonstrators is unacceptable. They called on the Georgian government to immediately halt these practices and respect the fundamental rights to freedom of assembly and freedom of expression, which are guaranteed under Georgia’s international obligations.

The statement further criticized laws passed by the Georgian government that contradict the country’s commitments to democratic values. The OSCE Troika urged the repeal of such laws, which they argue are inconsistent with Georgia’s democratic aspirations.

“All allegations of violence, election fraud, and attacks against democratic principles must be thoroughly and transparently investigated,” the Troika’s statement said, stressing that those responsible for violations must be held accountable. This call for accountability was framed within the broader context of upholding human rights, democracy, and the rule of law, values that are central to the OSCE’s mission.

The OSCE Troika also reiterated Georgia’s commitments to the principles enshrined in the Helsinki Final Act and the Charter of Paris, which serve as foundational documents for OSCE member states. These documents underscore the importance of democratic governance, human rights, and territorial integrity.

In addition to condemning the violent response to protests, the Troika offered to assist the Georgian authorities by utilizing the OSCE’s tools and expertise to help navigate the current crisis. The Troika expressed readiness to facilitate dialogue and offer support, emphasizing that their commitment to Georgia’s European aspirations remains steadfast.

The statement concluded with solidarity for the Georgian people, affirming their right to pursue a democratic future in alignment with European values, as outlined in the country’s constitution.
