Overview
The Foreign, Commonwealth & Development Office (FCDO) is inviting proposals for the protection component of the Jordan Humanitarian and Systems Strengthening Programme (JHASS).
The programme will provide up to £7 million through an accountable grant agreement to a single NGO-led consortium delivering protection services in non-camp settings across Jordan.
The programme is expected to start in September 2026 and run until March 2030 subject to annual funding confirmation. Proposals should be submitted by 28 June 2026.
What the fund will achieve
The programme aims to strengthen wellbeing, safety, resilience, and social cohesion among refugees and vulnerable Jordanians through high-quality, survivor-centred, and inclusive protection programming.
The programme will:
- support prevention of and response to gender-based violence (GBV)
- strengthen child protection interventions, including addressing risks related to child labour, violence, and early marriage
- provide psychosocial support and referral to specialised services
- support community-based and participatory protection initiatives
- strengthen local protection systems, referral pathways, and coordination mechanisms
- promote localisation and meaningful participation of national and local organisations, including community-based organisations (CBOs)
- strengthen accountability, inclusion, and gender equality, disability and social inclusion (GEDSI) approaches
The programme is intended to complement existing national and humanitarian protection responses in Jordan and will focus primarily on non-camp settings.
Requirements for organisations wishing to apply
Eligible lead organisations should:
- be non-profit international non-governmental organisations (INGOs)
- be legally registered in Jordan and in their country of incorporation
- demonstrate relevant experience delivering humanitarian protection programming
- demonstrate experience managing large-scale donor-funded grants and consortiums
- meet FCDO safeguarding, fiduciary risk management, and accountability requirements
- demonstrate operational capacity in Jordan
National and local NGOs/CBOs are strongly encouraged to participate in consortiums. We expect them to undertake meaningful and substantive leadership and delivery roles.
Commercial and for-profit organisations are not eligible to apply as lead organisations.
