US Homeland Security Shake-up: Trump Replaces Kristi Noem with Markwayne Mullin

World

WASHINGTON, D.C. — In the first major Cabinet departure of his second term, President Donald Trump announced on Thursday, March 5, 2026, that Homeland Security Secretary Kristi Noem will step down at the end of the month. Noem, the former South Dakota governor who has been the face of the administration’s aggressive “mass deportation” drive, will be replaced by Oklahoma Senator Markwayne Mullin, a staunch Trump ally and former MMA fighter.

The transition, effective March 31, follows a week of blistering congressional hearings and mounting controversy surrounding the Department of Homeland Security’s (DHS) enforcement tactics and fiscal management.

The Downfall of a Border Hawk

While President Trump praised Noem for “spectacular results” on the border, her tenure was increasingly overshadowed by a series of high-profile crises that reportedly lost her the confidence of the West Wing.

  • The Minneapolis Shooting: Noem faced severe backlash in January after federal agents fatally shot two U.S. citizens—Renee Good and Alex Pretti—during an immigration surge in Minneapolis. Her initial labeling of the victims as “domestic terrorists” was later undercut by video evidence, sparking lawsuits and calls for her impeachment.
  • Ad Campaign Controversy: During a Senate Judiciary hearing this week, Noem was grilled over a $220 million taxpayer-funded ad campaign that featured her prominently. Internal reports suggest Trump was “furious” after Noem testified that the President had personally signed off on the flashy, multimillion-dollar blitz.
  • Budget Standoff: The announcement comes in the midst of a 19-day DHS shutdown, as lawmakers deadlocked over funding for the very “mass sweep” tactics Noem championed.

Enter the “Warrior”: Markwayne Mullin

In Senator Markwayne Mullin, Trump has selected a nominee expected to be in total lockstep with the “America First” agenda. A member of the Cherokee Nation and a vocal critic of “migrant crime,” Mullin is seen as a more disciplined messenger for the administration’s hardline policies.

“A MAGA Warrior and former undefeated professional MMA fighter, Markwayne truly gets along well with people and knows the wisdom and courage required to advance our agenda,” Trump wrote on Truth Social.

If confirmed, Mullin will oversee a vastly expanded ICE force, which has doubled in size to 22,000 officers under the current administration, with the goal of accelerating the removal of the estimated 2.5 million individuals who have already left or been deported since 2025.

Noem’s New Mission: “Shield of the Americas”

Despite her removal from DHS, Noem is not exiting the administration entirely. Trump announced she will transition into a new role as Special Envoy for “The Shield of the Americas.” This new security initiative, set to be formally unveiled in Doral, Florida, this Saturday, will reportedly focus on regional security and is billed with stopping migration at the source across the Western Hemisphere.

The Road Ahead

The nomination of Mullin signals that while the personnel may change, the policy direction will not. As the first Native American to potentially lead DHS, Mullin faces a grueling confirmation process in a Senate already exhausted by the ongoing budget battle. For Noem, the move marks a “sideways” shift into a diplomatic role, ending a tumultuous chapter at the helm of America’s most scrutinized domestic agency.
