Education for All South Sudan (EFASS) will target the most vulnerable out-of-school children who are affected by climate and conflict shocks. EFASS will change from the nation-wide service delivery model of Girls’ Education in South Sudan 2 (GESS2), to a ‘hybrid’ more targeted model. This new emphasis will protect gains, support continued access to education for the most vulnerable children, and test innovative learning approaches that can effectively engage school children.
EFASS will contribute to stability, helping to prevent and reduce the drivers of violent conflict.
What the fund will achieve
EFASS will continue to deliver support via cash transfers (CTs) to girls and children with disabilities. Cash transfers will target those girls and children with disability who are most at risk of dropping out of school.
Available evidence suggests that girls in the higher primary classes, about to transition to secondary education, and adolescent girls, are at the highest risk of dropping out of education. We will therefore target these groups.
Children with disabilities face additional challenges and barriers to accessing education, so will also be a target group for cash transfer support. We will also be seeking proposals from eligible suppliers to test new, cross sectoral and innovative approaches to enabling the most vulnerable and difficult to reach out-of-school children to access education.
We intend to target the most under-served and vulnerable communities. This includes testing accelerated and ‘catch-up’ foundational learning that will enable out-of-school children to access the formal education system on completion.
There is a dual focus on access to and quality of education. As we are seeking to test new approaches, this element will not be at national scale. Instead, we intend to inform national policy on tackling lost learning and improving access to education for all children in South Sudan.
EFASS seeks to explicitly address conflict and climate shocks and resilience, options could include coupling education activities with peace education, youth life-skills, light-touch psycho-social support, and community processes.
Evidence-based targeted geographies should consider where education activities may have a net positive impact on social cohesion in conflict and climate-affected communities.
Requirements for organisations wishing to apply
Bidding organisations must:
- Be a non-governmental organisation (NGO) or not for profit organisation registered to operate in South Sudan.
- Be willing to sign up to the terms set out in FCDO’s standard Accountable Grant agreement.
- Have a current operational footprint in South Sudan.
- Have audited financial statements from last 3 years.
- Have established organisational level policies on fraud, bribery and corruption, that are currently being applied in South Sudan. These should include clear whistleblowing procedures and financial controls including against counter-terrorist financing, to monitor project funds.
- Have an established organisational level safeguarding policy that is currently being applied in South Sudan. The policy should explicitly set out a zero-tolerance statement on bullying, harassment, sexual exploitation and abuse.
