Ireland and Ukraine Sign 2030 Roadmap to Deepen Partnership

Dublin, 2 December 2025 — Taoiseach Micheál Martin and Ukrainian President Volodymyr Zelenskyy have signed the 2030 Roadmap on Ukraine–Ireland Partnership, setting out a five‑year plan to strengthen bilateral ties across political, economic, and cultural spheres.

Expanded Financial Commitments

As part of the agreement, Ireland announced an additional €125 million in support for Ukraine, including:

  • €100 million in non‑lethal military aid, bringing total Irish military assistance in 2025 to €200 million.
  • €25 million for energy infrastructure restoration and essential supplies, aimed at countering Russian attacks on Ukraine’s power systems.
  • €35.4 million in humanitarian and stabilization assistance, previously pledged for frontline school meals, hospital reconstruction, and protective shelters.

The roadmap also introduces a scheme to support training and measures for Ukraine’s EU accession path, underscoring Ireland’s backing for Kyiv’s European integration.

Strategic Dialogue and Cooperation

The agreement builds on the 2024 Kyiv accord on support and cooperation and establishes the Ukraine–Ireland Strategic Dialogue, which held its first meeting today between Minister for Foreign Affairs and Defence Helen McEntee and Ukrainian Foreign Minister Andriy Sybiha.

The roadmap outlines commitments across multiple areas:

  • Political and security cooperation
  • Recovery and reconstruction support
  • Innovation and education partnerships
  • Economic cooperation, including the creation of the Ireland–Ukraine Economic Forum
  • Cultural exchange initiatives

Statements of Solidarity

Welcoming President Zelenskyy to Dublin, Taoiseach Martin praised the resilience of the Ukrainian people and emphasized Ireland’s “firm and concrete commitments” to assist Ukraine during Russia’s ongoing invasion. McEntee added that the roadmap “looks forward to a time of peace, and a time when Ukraine and Ireland live together in a common European home.”

The 2030 Roadmap signals Ireland’s intent to play a sustained role in Ukraine’s recovery and integration into the European Union, while reinforcing solidarity at a critical moment in the war.
