EASA hosted the 27th meeting of the Air Traffic Management (ATM) Training Team (ATT) on November 19-20, 2025, as part of the established collaboration between EASA and EUROCONTROL.
The ATT is a specialist advisory and coordination body for pan-European Air Traffic Management/Communication, Navigation and Surveillance (ATM/CNS) training, assessment, licensing, competency and related human performance issues (such as Human Factors in automation, staff planning, change management, etc.). The ATT proposes, coordinates and facilitates solutions, provides input to the setting of priorities and specifies training development and delivery needs. The team reports to Network Directors of Operations Group (NDOP) and onwards to the Network Management Board of EUROCONTROL.
Air Traffic Controllers (ATCO) licensing is a traditional cooperation area between EASA and EUROCONTROL with focus on support to rulemaking, especially in the creation and subsequent updates of the EU regulatory framework in the ATCO licensing and training domain. The ATT was also instrumental in developing the Competency-Based Training Assessment (CBTA) based training syllabus for the recently adopted Implementing Regulation (EU) No 2025/2143 introducing competency-based training and assessment and virtual training of air traffic controllers.
During the session in Cologne nearly 100 training experts from ATCO training organisations and competent authorities exchanged about the efficiency, innovation and digitalisation of training. The ATT also decided to explore the feasibility of sharing and analysing ATM training data under EASA’s Data4Safety initiative to drive continuous improvement in training efficiency and effectiveness and to facilitate the capacity management at network level.
EASA and EUROCONTROL will also engage in further cooperation to assist stakeholders in the implementation of the new regulatory framework.
