VIENNA, 18 September 2025 — Switzerland has formally presented its strategic vision as incoming Chair-in-Office of the Organization for Security and Co-operation in Europe (OSCE) for 2026. Addressing the Permanent Council in Vienna, Federal Councillor Ignazio Cassis, Minister of Foreign Affairs, emphasized Switzerland’s commitment to fostering dialogue, rebuilding trust, and enhancing regional security.
In light of ongoing conflict in Europe, Cassis reaffirmed Switzerland’s dedication to a just peace in Ukraine, grounded in international law and the Helsinki Final Act. Leveraging its longstanding mediation expertise, Switzerland aims to promote inclusive diplomacy and strengthen the OSCE’s operational capacity.
Key priorities include advancing cooperation in cybersecurity, conflict prevention, and politico-military tools. The Chairpersonship will also focus on anticipating technological developments to ensure a safe and humane future, while reinforcing democratic institutions, the rule of law, and human rights.
Cassis stressed the importance of preserving core OSCE mechanisms such as field missions and election observation, and securing sustainable financing. “Despite tensions, the OSCE remains indispensable,” he stated.
Switzerland will officially assume the Chairpersonship in January 2026, when it will present a detailed programme to participating States.
