On July 23, 2025, U.S. President Donald Trump signed a landmark executive order titled “Preventing Woke AI in the Federal Government”, directing federal agencies to procure only “neutral, nonpartisan” artificial intelligence models.
The order defines “woke AI” as models influenced by diversity, equity, and inclusion (DEI) principles, including references to systemic racism, intersectionality, and gender identity. It mandates that federally used AI tools must adhere to two core principles:
- Truth-seeking: Prioritizing historical accuracy, scientific inquiry, and objectivity
- Ideological neutrality: Avoiding partisan or ideological bias unless explicitly prompted by users
The directive follows controversies involving AI-generated content, such as Google’s Gemini producing historically inaccurate images of U.S. founding fathers. It also echoes concerns raised by Trump’s allies about perceived ideological bias in mainstream AI platforms.
This executive order is part of a broader AI Action Plan, which includes:
- Establishing an American AI Exports Program to promote U.S. AI technologies globally
- Accelerating the development of AI data center infrastructure on federal land
- Reducing regulatory barriers to AI innovation and deployment
Critics argue the order may pressure tech companies to self-censor and abandon efforts to mitigate bias in AI systems. Supporters claim it ensures objective and reliable outputs in government services.
The Office of Management and Budget has been tasked with issuing implementation guidance within 120 days, and federal contracts will now include compliance clauses tied to the new standards.
