China Proposes Global AI Cooperation Organization to Promote Inclusive Development

At the World Artificial Intelligence Conference (WAIC) in Shanghai, Chinese Premier Li Qiang announced plans to establish a Global Artificial Intelligence Cooperation Organization, aimed at fostering international collaboration on AI development and governance.

Li emphasized that AI is a transformative engine for economic growth, but warned that current global governance is fragmented, with significant disparities in regulatory approaches and institutional frameworks. He called for a globally recognized governance framework to ensure AI remains a shared resource, rather than an “exclusive game” dominated by a few countries or corporations.

The proposed organization would:

  • Coordinate AI safety, ethics, and development standards
  • Promote open-source innovation and cross-border research
  • Support inclusive access, particularly for countries in the Global South
  • Address risks such as job displacement, algorithmic bias, and data privacy violations

China is tentatively considering Shanghai as the headquarters for the new body. The initiative comes amid escalating U.S.–China tech tensions, including American export restrictions on advanced AI chips and semiconductor equipment.

Despite these constraints, China continues to make significant AI advancements and has pledged to share its technologies and development experience with other nations. The WAIC event featured over 800 companies and showcased 3,000 high-tech products, including 40 large language models and 60 intelligent robots.
