BOSTON, MA – Billy Chan, also known as “Juju,” a 20-year-old resident of Lowell, Massachusetts, has pleaded guilty to multiple federal offenses related to firearms trafficking, drug distribution, and possession of machinegun conversion devices. The plea was entered on June 6, 2025, before U.S. District Judge Angel Kelley, who scheduled sentencing for September 17, 2025.
Criminal Charges and Illegal Sales
Chan pleaded guilty to:
- Engaging in the business of dealing firearms without a license
- Conspiracy to distribute and possess with intent to distribute 500 grams or more of methamphetamine
- Distribution and possession with intent to distribute methamphetamine
- Transfer and possession of a machinegun
Between March 2023 and June 2023, Chan conducted five illegal transactions in Lowell, selling:
- Three handguns
- Four machinegun conversion devices (commonly known as “switches,” which convert handguns into fully automatic weapons)
- Approximately 2,000 counterfeit Adderall pills, later confirmed through laboratory testing to be homemade methamphetamine pills mixed with caffeine
Gang Affiliation and Manufacturing of Illegal Devices
Investigators determined that Chan trafficked the counterfeit pills alongside a co-conspirator affiliated with the Asian Boyz gang, which had access to a large supply of methamphetamine-laced counterfeit pills distributed across the Merrimack Valley region.
During a recorded meeting, Chan revealed that he worked at a machine shop and could manufacture machinegun conversion devices himself. He provided instructions and demonstrations on how to install the devices onto pistols. Days later, he sent a video to a cooperating source showing a fully automatic handgun being fired into the air, accompanied by the message: “I let my boys test the switch.”

The case was investigated by:
- Federal Bureau of Investigation (FBI), Boston Division, under Acting Special Agent-in-Charge Kimberly Milka
- Lowell Police Department, led by Superintendent Gregory C. Hudon
- Massachusetts State Police and local police departments in Billerica, Haverhill, North Andover, and Salem
The prosecution is being handled by Assistant U.S. Attorney Fred M. Wyshak, III, of the Organized Crime & Gang Unit.
