EU Sanctions Leader of North Korean Hackers Aiding Russia’s War Efforts

The European Union has imposed new sanctions on several entities aiding Russia’s war against Ukraine, including Lee Chang Ho, a high-ranking North Korean military officer. Lee, a lieutenant general in North Korea’s army and head of the Reconnaissance General Bureau (RGB), oversees hacker units involved in cyber espionage and financial crimes, such as the notorious Lazarus and Kimsuky groups.

The EU sanctions follow Lee’s role in coordinating North Korean troops on the battlefield in Ukraine and leading cyberattacks against Ukraine’s infrastructure. The EU’s action emphasizes Lee’s support of activities that undermine Ukraine’s sovereignty.

Lee was previously sanctioned by the U.S. in December 2024 for his involvement in North Korea’s illicit financial operations and military backing of Russia. The Lazarus group, linked to Lee, is also believed to be behind the recent $1.5 billion cryptocurrency heist targeting the Bybit exchange.
