⚖️ Former Fulton County Deputy Sheriff Indicted for Excessive Use of Force, Repeated Tasing and Obstruction of Justice

Khadijah Solomon, a former deputy sheriff with the Fulton County Sheriff’s Office (FCSO), has been arraigned on federal charges for using excessive force against three detainees and attempting to cover up the misconduct by falsifying official reports.

The charges stem from three separate incidents in which Solomon allegedly repeatedly used a Taser on male detainees without legal justification. One detainee was reportedly handcuffed at the time of the assault. According to federal prosecutors, body-worn camera footage showed the detainees were compliant and posed no threat when they were subjected to the excessive force.

Solomon, 47, of Fairburn, Georgia, appeared before Chief U.S. Magistrate Judge Russell G. Vineyard following her indictment by a federal grand jury on June 10, 2025. She faces multiple counts of violating civil rights under color of law and obstructing justice through false reporting.


🚨 Unlawful Use of Force and Misconduct Alleged

U.S. Attorney Theodore S. Hertzberg emphasized the seriousness of the charges:

“On three occasions, Khadijah Solomon allegedly tased Fulton County Jail detainees without a legitimate purpose, causing each of them pain and injury. Abuses of power of this kind are unconstitutional, erode our community’s trust, and will be prosecuted.”

Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division added:

“We will vigorously safeguard the constitutional rights of all individuals, including those in custody, and ensure accountability in this case.”

FBI Atlanta Special Agent in Charge Paul Brown noted the broader impact:

“When a law enforcement officer betrays the badge by using unlawful force and attempting to cover it up, it not only harms the victim—it undermines the integrity of our entire justice system.”


📋 Policy Violations and Federal Indictment

According to the indictment and official statements:

  • Solomon’s conduct violated FCSO use-of-force policies, which require that any use of force be objectively reasonable, in line with the Fourteenth Amendment’s Due Process Clause.
  • The FCSO prohibits using a Taser as punishment, especially when the subject is compliant or restrained.
  • In each incident, Solomon submitted false official reports misrepresenting the detainees’ behavior and justifying her use of force.

Solomon has been charged, but the indictment is not a conviction. All defendants are presumed innocent until proven guilty in court. The Federal Bureau of Investigation (FBI) is leading the investigation, and the case is being prosecuted by Assistant U.S. Attorneys Brent Alan Gray and Bret R.
